I am starting with the Stonewall and am seeing some games play 1. d4…d5 2. e3…c5 3. c3…c4 4. b3…b5
I am not sure if there is a different move order but I cannot get the bishop to d3. What should my general plans be in this case?

@dbowers1223gmail-com First of all, if the bishop is already on d3 you just drop it back to c2 when they attack it. IF they push so early like in your example, you have 2 options: 1) try to play e4 almost immediately, because when they take on e4 with dxe4, they no longer have anything defending the c4 pawn and you just take with the bishop. Then you usually can attack the e4 pawn as well. 2) play b3 like in your example but after b5 play a4! and they will have problems. If they try to play a6, you just take with axb5 and they can’t recapture because they lose their rook on a8. Here are some moves you can copy/paste into chess.com analysis board to see what I mean (note there are a few different variations so make sure to check them all out.)
