I have personally encountered this, but if you think the time usage is consistent even for obvious moves (such as mate in 1s, or recapturing a piece), try checking game review. Not to mention it took them 30 minutes to play 32 moves and still lost on time. If the accuracy for your rating is strangely high (plus consistent time usage), you can report them for cheating. Although there are other factors to determine this, but I think this is sufficient.
